某油田低碳示范区建设工程碳排放影响评估

摘要 某油田拟改善示范区碳排放状况,打造低碳示范区,需要评估已确定建设方案低碳示范区建设工程的碳排放影响程度。在碳排放现状核算的基础上,通过项目实施情况下与未实施情况下指标对比,确定了开发机制,评估了碳资产开发价值。结果表明:项目完全建成后示范区清洁能耗年均占比54.18%,碳排放量年均降幅39.3%,碳排放强度年均降幅39.4%;计算期内碳配额总缺口大幅减少,总盈余大幅增加,经济总体影响增加了6397万元(不考虑资金折现);风电和光伏发电自愿减排项目碳资产开发潜力为12.97×10^(4)tCO_(2)e,开发UER机制项目碳资产价值约648.5万美元。该油田低碳示范区建设工程在改善能耗结构、降低碳排放量及碳排放强度、改善碳配额盈亏及其经济影响状况、自愿减排项目碳资产开发等方面可起到示范及启发作用。 A certain oilfield plans to improve the carbon emission status of the demonstration area,and build a low-carbon demonstration area.It is necessary to evaluate the carbon emission impact degrees of the low-carbon demonstration area construction project with the determined construction scheme.Based on the accounting of current carbon emissions in the demonstration area,the development mechanism is determined,and the development value of carbon assets is evaluated by comparing the indicators with those under the non-implementation situation.The results show that after the com-pletion of the project,the clean energy consumption in the demonstration area accounts for about 54.18%annually,and the average annual carbon emissions decrease is 39.3%,with an average annual decrease of 39.4%in carbon emission intensity.During the calculation period,the total carbon quota loss significantly decreased,the total carbon quota profit increased significantly,and the overall economic impact increased by 63.97 million yuan(excluding the discount of funds).The development potential of carbon assets of voluntary emission reduction project of wind power and photovoltaic power generation is 12.97×104 tCO2e,and the value of carbon assets in UER mechanism is about 6.485 million US dollars.The low-carbon demonstration area construction project of the oilfield can play an exemplary and enlightening role in improving energy consumption structure,reducing carbon emissions and carbon emission intensity,improving the profit and loss of carbon quota,and its economic impact,and developing carbon assets of voluntary emission reduction projects.
