科研机构知识产权贯标效果与机理研究——基于中国科学院问卷调查的分析

Effects and mechanism of intellectual property management standardization in research institutes:Econometric analysis based on questionnaires from Chinese Academy of Sciences

科研机构是国家战略科技力量,知识产权工作事关高质量发展,但是我国科研机构知识产权实力还要进一步加强。《科研组织知识产权管理规范》的发布和实施为科研机构建立健全知识产权管理体系提供了标准化模板和原则性要求。本文基于135名科研机构工作人员的问卷调查数据进行计量分析,发现科研机构开展知识产权贯标工作既有直接作用,也有间接作用。直接作用主要体现在提升科研机构员工的知识产权保护意识和知识产权保护能力,间接作用主要体现为促进科研机构的知识产权创造和知识产权转化。此外,科研机构开展知识产权管理贯标工作的动机对于发挥贯标作用具有积极的调节作用。

Research institutes are part of the national strategic science&technology power,and Intellectual Property(IP)work is correlated with high-quality development.However,the practice of IP in the research institutes in China still faces some issues,and requires further IP management.The publication and implementation of“IP management for research and development organizations”provides good standardized template and principle requirement for research institutes to improve their IP management system.This paper uses econometric method to analyze the data of questionnaires from 135 staffs working at research institutes.It is found that,the implementation of IP management standard in research institutes has both direct and indirect effects.The direct effect includes the improvement of IP protection awareness and ability,and the indirect effect includes the promotion of IP creation and transfer.Besides,the motivation of implementing the standard has positive moderating effect on the above direct and indirect effects of standard implementation.
