乡村休闲度假旅游景区暴雨防灾减灾能力评价研究

Evaluation of Rainstorm Disaster Prevention and Mitigation Capacity in Rural Leisure Resort Scenic Spots

为了提升景区防灾减灾能力,提出乡村休闲度假旅游景区暴雨防灾减灾能力评价方法。经致灾分析后,构建包含预警能力、应急能力、管理能力、重建能力4项一级指标的暴雨防灾减灾能力评价指标体系。依据评价指标体系构建评价模型,根据评价指标等级标准,利用隶属度函数得到单指标测度评价矩阵。结合相似权法获取评价矩阵中相应指标权重,明确各指标在景区暴雨防灾减灾评价中重要程度,实现景区暴雨防灾减灾能力评价。以某地区乡村休闲度假旅游景区降雨数据为例进行模型检验,模型检验结果表明,所构建模型评价出的乡村休闲度假旅游景区预警能力指标权重值最高。根据评价结果,建议在未来的暴雨防灾减灾工作中,应以监测预警为重点关注对象,进一步保护旅游景区游客的生命财产安全。

To improve the disaster prevention and mitigation capability of the scenic spot,the evaluation method of disaster prevention and mitigation capability of rural leisure tourism scenic spots in rainstorm was proposed.After the disaster analysis,the evaluation index system of rainstorm disaster prevention and mitigation capability was constructed,which includes four first-level indicators,namely,early warning capability,emergency capability,management capability and reconstruction capability.An evaluation model was built based on the evaluation index system,and the membership function was used to obtain a single indicator measurement evaluation matrix according to the evaluation index level standards.In combination with the similarity weight method,the corresponding index weights in the evaluation matrix were obtained to determine the importance of each index in the rainstorm disaster prevention and reduction evaluation of the scenic spot,and realize the evaluation of the disaster prevention and reduction capability of the scenic spot rainstorm.By taking the rainfall data of a rural leisure and vacation tourism scenic area in a certain region as an example for model testing,the model testing results showed that the constructed model evaluated the highest weight value of the early warning ability index for rural leisure and vacation tourism scenic areas.According to the evaluation results,it is suggested that in the future rainstorm disaster prevention and mitigation work,monitoring and early warning should be the focus of attention to further protect the safety of tourists'lives and property.
