城市生命线安全工程领域标准需求与建议分析 被引量:3

摘要 为实现对城市生命线安全工程建设运营工作的规范和指导,提高城市安全风险防控能力,基于燃气管网、桥梁、供水管网、排水管网、供热管网、综合管廊、电力系统、通信系统8个具体业务领域的标准以及生命线安全工程标准化体系构建现状,分析城市生命线安全工程领域标准需求并提出建议。研究结果表明:需要制修订相关的国家标准或行业标准,对全国或全行业的城市生命线安全运行进行全面技术指导;在国家和行业标准中融入风险预警联动响应的内容,且不同领域应各具特色;制定相关标准规范去防范生命线工程交叉、耦合风险;促进生命线安全工程领域标准与国际接轨,贡献中国力量;构建目标明确、层次清晰、结构合理、内容全面的城市生命线安全工程标准体系,系统提高城市安全运行水平。研究结果可为城市生命线工程安全运行标准化建设提供指导和参考。 In order to standardize and guide the construction and operation of urban lifeline safety engineering,and improve the ability to prevent and control urban safety risk,based on the current status of standards in 8 specific business fields,including gas pipeline network,bridge,water supply network,drainage pipeline network,heating pipeline network,utility tunnel,power system,and communication system and construction of standardization system of the lifeline safety engineering,the standard requirements in the field of urban lifeline safety engineering were analyzed,and the suggestions were proposed.The results show that the relevant national or industry standards should be developed and revised to provide comprehensive technical guidance for the safe operation of urban lifelines nationwide or in the entire industry.The content of risk early-warning and linkage response should be integrated into national and industry standards,and different fields should have their own characteristics.The relevant standards and norms should be developed to prevent the intersection and coupling risk of lifeline engineering.The standards in the field of lifeline safety engineering should be in line with international standards and contribute to China’s strength.The standard system of urban lifeline safety engineering with clear goals,clear levels,reasonable structure,and comprehensive contents should be constructed to systematacially improve the level of urban safe operation.The research results can provide guidance and reference for the standardized construction of safe operation of urban lifeline engineering.
