基于ReCOVER体系的我国城市韧性演进特征分析

摘要 城市化进程的加速和面临的多样化挑战使得城市韧性成为城市可持续发展的关键策略之一,深入研究我国城市韧性水平的演进特征对于全面了解我国城市发展的整体情况和提高城市防灾减灾能力具有重要意义。探究了2016—2020年我国31个省级行政区城市韧性水平的时空演进特征,基于城市韧性评价体系ReCOVER对5 a间各省级行政区城市韧性水平进行综合测算,从时间维度和空间维度两方面综合分析了各省级行政区城市韧性的演进特征。结果表明:在时间维度方面,我国城市韧性水平整体得到提升,但各省级行政区的演变特征存在多样性。分阶段而言,4个阶段的韧性水平整体均呈现出增长的趋势;分维度而言,除社区与人口维度韧性水平呈现下降趋势外,其余维度韧性水平均得到提升。在空间维度方面,各省级行政区城市韧性之间呈现出显著的空间正相关性,即城市韧性在空间分布上存在显著集聚的现象,且集聚趋势呈现一定的离散性;总体而言,我国城市韧性在空间上呈现出明显的东高西低格局,空间分布差异特征明显。研究结果有助于了解各省级行政区的韧性水平演进趋势以及驱动城市韧性的主要因素,从而可以基于韧性演进特征和区域城市特点,为未来的韧性提升提供科学的理论指导。 The urban resilience has become the key strategy for sustainable urban development due to accelerated process of urbanization and the diverse challenges.In-depth research on the temporal and spatial evolution characteristics of urban resilience levels in China is of significant importance for gaining a comprehensive understanding of overall urban development and enhancing urban disaster prevention and mitigation capabilities.To investigate the spatial and temporal evolution characteristics of urban resilience levels of 31 administrative regions from 2016 to 2020,this study comprehensively evaluates the urban resilience level in five years based on the ReCOVER urban resilience evaluation system,and studies the evolution characteristics of urban resilience in each provincial administrative region from both temporal and spatial dimensions.The results show that:in the time dimension,the national urban resilience level has been generally improved,but the evolution characteristics exhibit diversity.On the perspective of stages,the overall resilience level of the four stages shows an increasing trend.On the perspective of dimensions,the resilience levels of community and population dimension show a declining trend,but the resilience levels of other dimensions are improving.In the spatial dimension,there is a significant positive spatial correlation between the urban resilience of different provincial administrative regions.The urban resilience shows a significant agglomeration in the spatial distribution,and the agglomeration trend shows certain dispersion.In general,the urban resilience presents an obvious pattern of higher in the east and lower in the west,and the spatial diversity characteristics are obvious.This study helps to understand the evolution trend of resilience level in China and the main factors driving urban resilience.Therefore,based on the evolution characteristics of resilience and characteristics of regional cities,this study helps to provide scientific theoretical guidance for the future resilience enhancement across the country.
