基于犹豫模糊集距离测度的城市营商环境评价

Evaluation of urban business environment based on distance measure of hesitant fuzzy sets

作为地区综合发展能力的重要体现,营商环境能够充分反映一个地区的经济发展能力和综合竞争能力,受到人们的广泛关注。优质的营商环境可以为企业发展提供便利的外部条件,有利于促进地方经济高速、高效发展。针对目前营商环境评价问题,构建包含市场环境、政务环境、法治环境、人文环境、生态环境等5个一级指标的评价体系;采用犹豫模糊集距离测度的方法,构建营商环境评价模型,对营商环境进行评价;最后以四地为例,证实该方法的可行性和有效性,旨为有针对性地优化城市营商环境提供理论基础和借鉴。

As an important embodiment of the regional comprehensive development ability,the business environment can fully reflect the economic development ability and comprehensive competitiveness of a region,causing widespread concern.The high-quality business environment can provide convenient external conditions for the development of enterprises,and is conducive to promoting the rapid and efficient development of local economy.In view of the current business environment evaluation problems,an evaluation system consisting of five first level indicators,namely,market environment,government environment,rule of law environment,human environment,and ecological environment,is constructed;And the method of hesitant fuzzy set distance measurement is used to build the business environment evaluation model to evaluate the business environment;Finally,four regions are taken as examples to demonstrate the feasibility and effectiveness of this method,aiming to provide an theoretical basis reference for targeted optimizing urban business environment.
