摘要
基于文本计算,对2012—2022年国家发布的156条新能源汽车政策进行量化,通过政策协同经典模型探索新能源汽车政策体系的内部协同机制和我国产业政策发展的内在逻辑,进而从协同视角提出新能源汽车政策体系优化策略。研究发现:我国新能源汽车政策协同度在不断调整中逐渐提升,可划分为全面发展期、战略调整期以及均衡发展期三个阶段;不同时期政策协同模式存在差异,形成了以基础建设为核心,规划引导与财税政策协同的演化思路,政策协同体系由协同向均衡协同演化,旨为未来新能源汽车政策协同体系的构建提供依据和借鉴。
Based on text calculations,the 156 new energy vehicle policies released by the government from 2012 to 2022 are quantified,the internal coordination mechanism of the new energy vehicle policy system and the internal logic of China′s industrial policy development are explored through a classic model of policy coordination.The optimization strategies for the new energy vehicle policy system are proposed from a collaborative perspective.The research has found that the synergy of China′s new energy vehicle policies is gradually increasing in the process of continuous adjustment,which can be divided into three stages:comprehensive development period,strategic adjustment period,and balanced development period.There are differences in policy coordination models in different periods,forming an evolutionary approach centered on infrastructure construction,planning guidance,and fiscal and tax policy coordination.The policy coordination system has evolved from coordination to balanced coordination,aiming to provide a basis and reference for the construction of future new energy vehicle policy collaborative systems.
