一体推进不敢腐不能腐不想腐是马克思主义反腐败理论的新议题。这一理论坚持党性和人民性、思想建党和制度治党、战略目标和行动方针方略、高线引领和底线约束以及惩治少数、管住多数、教育全部的协同一致,要求坚持系统观念,贯通融合不敢腐的强大震慑效能、不能腐的刚性制度约束、不想腐的思想教育优势,运用“全周期管理”方式治理腐败,为中国特色反腐败实践提供了重要遵循。新时代,我们党将自我革命战略思想贯穿管党治党全过程,完善反腐败工作体制机制,强化管权治吏,推动反腐败体制机制权威顺畅运行,以强有力监督保障一体推进“三不腐”战略目标顺利实现,在革命性锻造中淬炼先进纯洁、朝气蓬勃的马克思主义执政党。

Promoting“do not have the audacity,opportunity,or desire to become corrupt”in an integrated way is the innovative practice of Marxist anti-corruption theory.This theory adheres to the coordination of the Party spirit and the people’s character,the coordination of ideological Party building and institutional governance,the coordination of strategic goals and action policies,the coordination of high-level guidance and bottom line constraints,the coordination of punishing the minority,controlling the majority and educating all.It requires the system concept,integrates the powerful deterrent effect of not daring corruption,rigid institutional con-straints that cannot be corrupted,and ideological education advantages that do not want to be corrupted,and us-es the“full cycle management”approach to curb corruption.It provides important guidance for anti-corruption practice with Chinese characteristics.In the new era,our Party implements the Party’s self revolutionary strate-gic thinking in the whole process of governing the Party,improves the anti-corruption work system and mecha-nism,strengthens the management of power and officials,promotes the smooth operation of the anti-corruption system and mechanism authority,ensures the smooth realization of the strategic goal of promoting“do not have the audacity,opportunity,or desire to become corrupt”in an integrated way with strong supervision.We will re-fine the advanced,pure and vigorous Marxist ruling Party in the revolutionary forging.
