发展全过程人民民主是中国式现代化的本质要求。全过程人民民主是新时代扎根中国本土政治生活的核心范畴。从学理上印证全过程人民民主相较于西方民主的道义优势、提升全过程人民民主的实践品格,必须要关切基层。发展全过程人民民主基层逻辑的核心要义在于关注基层权利、重视基层参与以及吸纳基层经验。党建引领是其根本保障。必须以政治引领寻求包含基层共识的最大公约数;以组织嵌入搭建覆盖基层的民主之网;以制度吸纳建立基层民主参与的常态化机制。调查研究是其有效方法。必须以扩大基层调研为基点,增强民主的广泛性;以满足基层需求为动力,增强民主的真实性;以激活基层监督为目标,增强民主的有效性。基层治理是其根本场域。必须全方位动员,确保基层有效在场;多层次设计,保障基层有效参与;立体化覆盖,关照基层需求愿望。

Developing the whole-process people’s democracy is the essential requirement of Chinese path to modernization.The whole-process people’s democracy is a core category rooted in China’s local political life in the new era.To confirm the moral advantages of the whole-process people’s democracy compared to West-ern democracy from an academic perspective,and to enhance the practical character of the whole-process peo-ple’s democracy,attention must be paid to the grassroots.The core essence of the grassroots logic of developing the whole-process people’s democracy lies in paying attention to grassroots rights,valuing grassroots participa-tion,and absorbing grassroots experience.The guidance of Party building is the fundamental guarantee for prac-ticing the underlying logic of the whole-process people’s democracy.We must seek the maximum common divi-sor that includes underlying consensus with political guidance,build a“democratic network”that covers the grassroots through organizational embedding,establish a normalized mechanism for grassroots democratic par-ticipation through institutional absorption.Investigation and research are the fundamental methods for practic-ing the underlying logic of the whole-process people’s democracy.We must take expanding grassroots research as the starting point to enhance the extensiveness of democracy,meet the needs of the grassroots as motivation to enhance the authenticity of democracy,active grassroots supervision as a target to enhance the effectiveness of democracy.Local governance is the fundamental field for practicing the underlying logic of the whole-pro-cess people’s democracy.It is necessary to mobilize all aspects to ensure the effective presence of the grass-roots,design multilayered to ensure the effective participation of the grassroots and cover tridimensional to take the grassroots’needs and desires into account.
