As a preferred way to deal with the two major environmental crises of biodiversity loss and global cli-mate change,the collaborative governance of biodiversity and climate change follows the principle of Marxist ecological epistemology,the application of overall government theory and the practice of cost-benefit analysis theory,to create a reasonable and self-consistent theoretical framework from the perspective of multi-dimen-sional disciplines such as philosophy,administration and economics.In the context of comprehensively promot-ing the rule of law,the environmental issue of biodiversity and climate change coordinated governance has a strong demand for legal transition,both in terms of technological discourse and international political orienta-tion.In order to relieve the internal tension of the coordinated governance of biodiversity and climate change in the legal supply and demand pattern,the structure of the legal system composed of laws and policies should be used as the fundamental tool to drive the realization of the coordinated governance of biodiversity and climate change.Through the layout of the coordinated governance policy system of biodiversity and climate change,as well as the complete legal expression of the concept of collaborative governance,it can effectively respond to the needs of the double-carbon goal and the coordinated promotion of biodiversity conservation strategy.
