基于SEM的城市基层应急救援能力影响因素研究

Study on the influencing factors of urban grassroots emergency rescue capacity based on SEM

为提升城市基层应急救援能力,研究分析城市基层应急救援能力的影响因素,构建城市基层应急救援能力因素与基层突发事件应急救援效果的结构方程模型。首先通过SHEL模型和现场调研发现城市基层应急救援实际问题并提炼影响基层应急救援能力的5大类20个因素,然后应用SPSS对问卷数据进行信度效度分析,最后采用AMOS构建了基层应急救援能力影响因素与基层突发事件应急救援效果的结构方程模型,进一步分析拟合、修正后得出各指标之间的因果关系和影响系数。结果表明:城市基层应急救援能力主要受基层指挥、应急物资保障和应急通讯影响,应急通讯的稳定有效性对提高城市基层应急指挥救援能力有关键影响作用,应急教育活动和应急预案管理工作应协同开展。

In order to enhance the emergency response capacitiesat the grassroots level in urban areas,a studywas conducted to analyze the influencing factors of urban grassroots emergency rescue capacities and to construct a structural equation model for the factors of urban grassroots emergency rescue capacities and the effectiveness of emergency rescue in response to sudden incidents at the grassroots level.Firstly,through the SHEL model and on-site surveys,actual issues in urban grassroots emergency rescue were identified,and 20 factors influencing grassroots emergency rescue capabilities were extracted into 5 categories.Then,SPSS was used to analyze the reliability and validity of the questionnaire data.Finally,AMOS wasemployed to construct a structural equation model for the influencing factors of grassroots emergency rescue capabilities and the effectiveness of emergency rescue in response to sudden incidents at the grassroots level.The model was further analyzed for fit,and the causal relationships and influence coefficients between various indicators were derived after modification.The results indicate that the grassroots emergency rescue capabilitiesin urban areas are mainly influenced by grassroots command,emergency material support,and emergency communication.The stability and effectiveness of emergency communication play a key role in improving the emergency command and rescue capabilitiesat the grassroots level in urban areas.Emergency education activities and emergency plan management should be coordinated and conducted together.
