摘要
US President Joe Biden has quickly adjusted the country’s climate strategy upon taking office. He issued a series of executive orders to advance his ambitious new climate agenda and adopted a whole-of-government approach with a multi-faceted package of climate policies. The Biden administration has demonstrated a proactive stance toward climate governance by putting forward three major objectives:achieving a 50-52 percent reduction from 2005 levels in economy-wide net greenhouse gas pollution in 2030,a carbon pollution-free power sector by 2035,and net zero emissions economy no later than 2050.While putting the climate crisis squarely at the center of US foreign policy and national security,1 the Biden administration has taken climate diplomatic actions at global, regional, and bilateral levels. It announced the US return to the Paris Agreement and held the Leaders Summit on Climate.Through committed and globally significant moves to tackle climate change, the US is trying to reassert its leadership on the global climate agenda and enhance its international competitiveness.More than two years into its implementation, the Biden administration’s climate diplomacy has left its imprint on global climate governance and low-carbon transition.
