数字经济政策内容的PMC指数模型研究

通过总结目前中国数字经济政策的成绩与不足,对数字经济政策研究进行正确评价,为政策的制定与完善提供依据及优化路径。利用文本挖掘方法对2018—2022年中国31省(市)53份数字经济相关政策文件进行处理,采用简单随机抽样方法抽取7个区域各一份政策,应用PMC指数模型,建立10个一级指标和50个二级指标的量化评价体系,对7项数字经济政策进行分析。研究发现数字经济政策总体设计较为合理,其中4项为优秀级,3项为可接受级。但同时也存在长期时效的政策缺失,保障制度不够完善,可操作性弱的问题与漏洞。

Summarizing the achievements and shortcomings of China's current digital economy policies,the study correctly evaluates the research on digital economy policies,and provides the basis and optimization path for the formulation and improvement of policies.Text mining method was used to process 53 digital economy-related policy documents from 31 provinces(municipalities)in China from 2018 to 2022.A simple random sampling method was adopted to select one policy from each of 7 regions.A quantitative evaluation system of 10 first-level indicators and 50 second-level indicators was established by using PMC index model,and 7 digital economy policies were analyzed.The study found that the overall design of digital economy policies is reasonable,of which 4 are excellent and 3 are acceptable.But there are also problems and loopholes such as lack of long-term prescription policy,imperfect security system and weak operability.
