摘要
构建新型电力系统是实现碳达峰碳中和的关键举措,水电在新型电力系统建设中将扮演越来越重要的角色。该文研究新型电力系统的特征与内涵,提出水电具有稳定器、调节器、放大器三大作用。在总结我国水电发展成就基础上,提出未来水电发展方向及研究重点。创新提出兼具跨流域调水和电力储能双重功能的新型抽水蓄能理念,设计基于新型抽蓄的西部调水工程。最后,以水风光基地开发外送为重点,提出新型电力系统构建的总体格局和新型直流外送系统方案。
Building the new-type power system is a key measure to achieve carbon peaking and carbon neutrality.During this process hydropower will play an important role.In this paper,the characteristics of the new-type power system are studied,and main functions of hydropower as electricity stabilizer,regulator and amplifier are proposed.By taking stock of hydropower development in China,this study puts forward the pathway and priorities for future hydropower development.A concept of new-type pumped storage featuring dual functions of water diversion and energy storage is put forward,and an innovative water diversion project based on this new-type pumped storage in West China is envisioned.Finally,aimed at ensuring the development and outbound transmission of clean renewables from large hydro,wind and solar energy bases,an overall pattern of the new-type power system and a new HVDC transmission scheme are proposed.
