空间治理:一个公共管理的叙事范式

Spatial Governance:A Narrative Paradigm of Public Administration

在政区治理传统、跨域互动和空间叠加的多重影响下,中国公共管理中的空间性日益凸显。回应公共管理的空间问题,需要建构和拓展出一种基于空间治理的叙事范式。这种叙事范式以空间的政治性为分析起点,将作为对象的空间转变为作为主体和要素的空间,形成区别于地理空间分析的公共管理话语体系。在内涵上,空间治理关注空间规划之上的美好生活想象,注重空间互动中的政策融合,寻求多重尺度的平衡效应,以空间正义的价值批判重构政府与社会关系。空间治理有效解释了中国公共管理结构中多种紧张关系和制度优势,并以多维目标平衡的方式提供了制度优势向治理效能转化的基本思路。

Under the multiple influences of political district governance tradition,cross-domain interaction and spatial superposition,the spatiality in China’s public management has become increasingly prominent.To respond to the spatial problem of public management,it is necessary to construct and expand a narrative paradigm based on spatial governance.This narrative paradigm area takes the political nature of space as the starting point of analysis and transforms the space as the object into the space as the subject and the element,forming a public management discourse system different from geospatial analysis.In terms of connotation,spatial governance focuses on the imagination of a better life above spatial planning,and policy integration in spatial interaction while simultaneously reconstructing the relationship between government and society with the value criticism of spatial justice by seeking a balance effect on multiple scales.Spatial governance effectively explains the various tensions and institutional advantages in China’s public management structure,and provides the basic idea of transforming institutional advantages into governance effectiveness in a multi-dimensional goal balance manner.
