摘要
复合型灾害不断涌现、叠加,适应性治理成为当前应对此类复杂灾害场景的有效机制设置。本文通过构建耦合视角下的复合型灾害适应性治理分析框架,依托具体案例,采用社会网络分析方法,通过分析识别各时间切片下的灾害情景演化、应急任务生成与组织关系重构,探究情景、任务与组织耦合过程中的适应性治理生成逻辑。研究发现,差异化的应急任务目标、内容与阶段性灾情特征相匹配,组织间关系随着应急任务的生成与调整而变迁,进而有效反馈于情景,各组织角色位置则随情景变化而不断演化,呈现出动态适配特征。据此本文提出以“情景触发—任务驱动—组织重构”为核心内容的复合型灾害适应性治理机制实现路径。
Adaptive governance has become an effective mechanism for coping with compound disaster situations that are constantly emerging and overlapping.This paper constructs an analysis framework for compound disaster adaptive governance from the perspective of coupling.Furthermore,taking the practice of compound disaster response as an example,this paper employs the social network analysis to analyze the evolution of disaster situations,emergency task settings,organizational relationship reconstruction in different time slices,and clarify the generation logic of adaptive governance in the coupling process of situations,tasks and organizations.We found that differentiated emergency task objectives and content are matched with phased disaster characteristics,and organizational relationships change with the generation and adjustment of emergency tasks.At the same time,effective feedback is provided to the situations,and the role positions of each organization are constantly evolving with the change of the situation,and presenting dynamic adaptation characteristics.Based on these findings,we propose the construction path of a compound disaster adaptive governance mechanism with“situation triggered-task driven-organization reconstructed”as the core content,and provide policy recommendations.
