“杀鸟盘”,即刷单类电信网络诈骗犯罪,具备作案对象的特定性、作案手段的引诱性、犯罪生态的完整性以及演进变化的复合性等特征。其在实施过程中分化整合,衍生出多种犯罪类型,对人民群众的切身利益造成了巨大威胁。对此,公安机关应当坚持“打防结合,防范为先”的治理思路。在防范方面,要从确立正确思想、建立专业队伍、拓宽业务平台三个维度构建专业化宣传防范体系。在打击方面,要对技术部门、财会部门、运营部门、行政部门进行同步整治,坚定贯彻全链条打击犯罪理念,从而实现对该类犯罪的有效遏制。

"Killing Birds Plate",refers to the telecommunications network fraud crime of brushing orders,which has characteristics such as the specificity of the target of the crime,the seductive nature of the crime methods,the integrity of the criminal ecology,and the complexity of the evolution and changes.In the process of implementation,it has been divided and integrated,giving rise to a variety of types of crimes,which pose a huge threat to the legitimate rights of the people.In this regard,the public security organs should adhere to the governance idea of "combining crackdown and prevention,and putting prevention first".In terms of prevention,it is necessary to build a professional publicity and prevention system from three dimensions:establishing correct thinking,establishing a professional team,and broadening the business platform.In terms of crackdown,it is necessary to carry out synchronous rectification of technical departments,finance and accounting departments,operation departments,and administrative departments,and firmly implement the concept of cracking down on crime throughout the entire chain,so as to achieve effective curbing of this type of crime.
