基于证据的决策:一种重塑性反思

Evidence-Based Decision-Making:A Remolding Reflection

近年来,基于证据的决策逐渐成为一个重要的研究和实践议题。为应对风险社会的到来,如何提升研究证据在决策中的使用质量已成为中外学界和实务界高度关注并亟待解决的问题。文章围绕“谁应该负责制定基于证据的决策”以及“如何制定”的核心问题,反思基于证据决策的必要性,并从证据与政策研究、政策系统本身、政策制定过程三个方面对现有的基于证据的决策模式进行重塑与修正。本研究认为需要从公众参与、适应性策略、问责制等角度实现对科学证据的良性治理,努力补足“理论建构”与“实践行动”之间的空白,以期提高公共管理中决策的质量。

In recent years,evidence-based decision-making has gradually become an important research and practical topic.Exploring evidence-based decision-making to improve the quality and level of public governance is a major problem to be solved.Focusing on the core issues of who should be responsible for making evidence-based decision-making and how to make it,this paper explored the necessity of reflecting on evidence-based decision-making,and reflects and modifies the existing evidence-based decisionmaking model from three aspects:evidence and policy research,policy system itself and policy-making process.It is necessary to realize the benign governance of scientific evidence from the perspectives of public participation,adaptive strategy and accountability,strive to fill the gap between“theoretical construction”and“practical action”in order to improve the quality of public management and decision-making.
