颠覆性技术培育机制研究:基于诺贝尔自然科学奖的分析

摘要 诺贝尔自然科学奖所遴选的科研成果具备原创性、前瞻性和引领性,是颠覆性技术的重要代表。本文基于对诺贝尔自然科学奖的分析,指出了培育颠覆性技术的重要意义,分析了国内外颠覆性技术的培育机制及我国颠覆性技术培育存在的问题,提出了支撑颠覆性技术培育的四项管理建议,包括优化从“质”到“量”的颠覆性技术评价机制、建立“从右至左”、“从上到下”的颠覆性技术研发驱动机制、打造“小核心,大外围”的颠覆性技术培育机构布局、构建政府主导的颠覆性技术创新生态系统。 The scientific research achievements selected for the Nobel Prize in Natural Sciences are characterized by originality,foresight,and leadership,and are important representatives of disruptive technologies.Based on the analysis of the Nobel Prizes in Natural Sciences,this article points out the importance of cultivating disruptive technologies,analyzes the mechanisms for cultivating disruptive technologies both domestically and internationally,and identifies the problems in cultivating disruptive technologies in China.Four management suggestions are proposed to support the cultivation of disruptive technologies.These suggestions include optimizing the evaluation mechanism of disruptive technologies,shifting focus from“quality”to“quantity”;establishing a driving mechanism for disruptive technology research and development that operates“from right to left”and“from top to bottom”;creating a layout of cultivation institutions for disruptive technologies following a“small core,large outer ring”concept;and constructing a government-led ecosystem for disruptive technology innovation.
