新型举国体制专项实施效率分析:以广东省为例

An Analysis on the Efficiency of Special Implementation under The New Whole National System——Take Guangdong Province as an Example

在工业4.0时代和大国科技博弈背景下,新型举国体制逐渐成为我国攻克关键核心技术、建设科技强国的重要手段。虽然目前学术界对新型举国体制内涵、关系模式、发展道路层面进行了理论性探讨,但对新型举国体制指导下的实践工作实效缺乏准确评估。基于此,考虑到广东省“宽带通信和新型网络”部省联动是新型举国体制下广东省对关键核心技术攻关的重要创举,本文通过使用DEA-Malmquist指数方法和耦合协调度模型,从产业内外部深入研究了专项实施的具体效果,得到结论如下:(1)部省联动专项前后行业技术效率值保持不变,但技术进步值得到提升。(2)受美国“卡脖子”、疫情等重大危机影响,部省联动专项推动的行业发展未能与区域内产业升级高度协调。总体而言,尽管新型举国体制对行业创新、科技进步具有一定的促进作用,但受外部重大危机影响,新型举国体制专项并未达成有效目标。

In the era of Industry 4.0 and the game of science and technology,the New Whole Nation System has gradually become an important means for China to conquer key core technologies and build a power country in science and technology.Under this background,the New Whole Nation System has been fully implemented in all parts of the country and in various fields.Although the academic circles have conducted theoretical discussions on the connotation,relationship model,and development path of the new national system,there is a lack of accurate assessment of the practical effects of the new national system.Based on this,considering that the“broadband communication and new network”ministry-province linkage in Guangdong Province is an important initiative of Guangdong Province to tackle key core technologies under the New Whole Nation System,this paper uses the DEA-Malmquist index method to conduct an indepth study of the special projects for ministry-provincial linkage implementation.The specific effects of the implementation are as follows:(1)The technical efficiency value of the industry before and after the ministry-provincial linkage project remains unchanged for a long time.(2)The value of technological progress before and after the ministry-provincial linkage project has been improved.In general,the New Whole Nation System has a certain role in promoting industry innovation and technological progress.Therefore,in future,it is necessary to further highlight the role of the special projects of inter-ministerial and provincial linkages in promoting technological innovation in the industry,give full play to the power of multiple scientific and technological actors to achieve a deep integration model of government,industry,academia,and research,innovate the way to connect national resources,and improve the New Whole Nation System.
