政务服务中心价值理性与工具理性融合的机制优化——以数字赋能为理论基础的多案例研究

Mechanism Optimization of the Integration of Value Rationality and Instrumental Rationality of Government Service Centers-A Multi-Case Study based on the Theory of Digital Empowerment

推进价值理性与工具理性融合,旨在从根源上解决当前政务服务中心治理实践中重工具理性而轻价值理性所产生的现实问题,是数字治理背景下推进政务服务中心治理现代化、满足人民群众对美好生活向往的重要手段和方式。从机制优化问题入手,构建了公共价值、数字技术与机制创新的解释框架,并通过对四个典型案例的深入分析,归纳了数字赋能下政务服务中心价值理性与工具理性融合的核心机制,包括需求识别与回应机制、公众参与常态化机制、政务资源协同整合机制、服务绩效评估反馈机制等。在促进中国情景案例与西方公共价值理论对话的同时,也为数字赋能下政务服务中心双重理性融合的机制优化提供了更具针对性的对策建议。

The aim of promoting the value rationality and instrumental rationality is to solve the existing problems caused by the administrative service centers,emphasizing instrumental rationality and neglecting value rationality in the practices.It is also an important tool to promote the administrative service centers'modernization and satisfy the people's yearning for a better life in the context of digital governance.Starting from the mechanism optimization,the paper constructs the interpretation framework of public value,digital technology and mechanism innovation.Through an in-depth analysis of four typical cases,it summarizes the mechanism innovations,about which the government service centers has integrated value rationality and in-strumental rationality under digital empowerment.The mechanisms mainly include demand identification and response mechanism,normalization mechanism of public participation,coordination and integration mecha-nism of administrative resources,evaluation and feedback mechanism of service performance.It not only prompts the dialogue between Chinese situational cases and western public value theory,but also provides more targeted countermeasures and suggestions for the mechanism optimization of dual rationality integration for administrative service centers.
