“双碳”目标下乡村振兴绿色低碳发展路径研究

Research of Green and Low-carbon Development Path of Rural Revitalization under the“Dual Carbon”Goal

“双碳”目标是通过减排降碳引导经济发展向绿色低碳转型,有助于实现农村生态环境优化。“双碳”目标与乡村振兴战略存在内在协同性,两者价值内涵一致。良好的乡村生态资源是实现乡村振兴的重要保障,绿色低碳也是乡村全面振兴的发展趋势。“双碳”目标的树立为我国农村绿色发展指引了方向,但在实现过程中也存在着组织监管和法律制度不完善、能源结构不合理、市场机制不健全等困境,可以从健全法律政策、做好顶层设计、促进产业转型、优化能源结构、健全市场机制、合理引导民众等方向构建乡村振兴绿色低碳发展路径。

The“dual carbon”goal is a major strategic decision made by the Party Central Committee in recent years.Integrating the“dual carbon”goal with the rural revitalization strategy is an inevitable requirement for China to achieve sustainable and high-quality development,as well as an inevitable choice for China's ecological civilization construction.Based on the analysis of the relationship between the“dual carbon”goal and rural revitalization,this study aims to address the dilemma of promoting rural revitalization under the“dual carbon”goal,and constructs a green and low-carbon development path for rural revitalization from the perspectives of improving legal policies,doing a good job in planning top-level design,promoting industrial transformation,optimizing energy structure,improving market mechanisms,and reasonably guiding the public,and proposes corresponding safeguards,with a view to guiding the green and low-carbon development of agriculture and rural areas under the goal of“dual carbon”,and realizing the rural revitalization strategy.
