毛泽东《今年的选举》对发展全过程人民民主的历史价值

The Historical Value of Mao Ze-dong’s“The Election this Year”for the Development of Whole-Process People’s Democracy

选举是实现人民当家做主的关键环节。《今年的选举》是毛泽东阐发创建人民民主制度的一篇重要文献,也是中国共产党领导发展全过程人民民主的历史佐证。中央苏区时期,以毛泽东同志为主要代表的中国共产党人在局部执政条件下大力推进选举运动:开展宣传动员;进行选民登记;明确候选名单;缩小选举单位;增加工农成分和妇女代表比例;召开选举大会;向选民做工作报告和收集群众提案;等等。这一系列举措唤醒了广大工农群众的阶级意识、民主意识和参政意识,为人民民主政治建设积累了宝贵经验,对当前发展全过程人民民主具有重要借鉴意义。

Election is a key link for the people to become masters of the country.“The Election this Year”is not only an important document in which Mao Ze-dong explains the systematic establishment of people’s democracy,but also the historical evidence of the development of whole-process people’s democracy under the leadership of the CPC.During the period of the Central Soviet Area,the CPC,with Comrade Mao Ze-dong as its main representative,vigorously pushed forward the election campaign under the conditions of local governance:publicizing and mobilizing,conducting voter registration,clarifying candidate lists,narrowing electoral units,increasing the representative proportion of workers,farmers,and women,convening election assemblies,delivering work reports to voters,and collecting proposals from the masses.This series of initiatives awakened the consciousness of class,democracy and political participation among the masses of workers and farmers,and accumulated valuable experience for constructing people’s democratic politics,which is an important reference for the current development of whole-process people’s democracy.
