摘要
目的分析2007—2019年卫生资源集聚度对我国各省卫生资源利用效率的影响以及其他可能的影响因素,为相关卫生政策制定提供依据。方法使用集聚度计算公式,计算卫生资源集聚度。采用贝叶斯随机边界模型,进行效率值和影响因素分析。结果我国卫生资源的技术效率值在2017—2019年仅有小幅变化,平均值从2007年的0.77上升到2019年的0.80,我国卫生资源利用技术效率的正向影响因素为集聚度、卫生总费用、每千人口执业医师数,负向影响因素为每千人口床位数和平均住院日。结论卫生资源的集聚能够带来效率的增加,成为推动医疗卫生事业发展的重要力量。应充分重视和利用医疗技术溢出带来的效率提升,采取“追赶”策略,缩小与优质卫生资源地区的差距,最终达到人均卫生资源的空间均衡分布。
Objective To analyze the influence of health resource agglomeration degree on the utilization efficiency of health resources in China's provinces from 2007 to 2019,as well as other possible influencing factors,so as to provide basis for relevant health policy-making.Methods The agglomeration degree of health resources was calculated by using the formula of agglomeration degree,and the efficiency score and other possible influencing factors were analyzed by using Bayesian Stochastic Frontier Analysis.Results The technical efficiency of China's health resources only chenged slightly from 2007 to 2018,and the auerage efficiency increased from 0.77 in 2007 to 0.80 in 2019.The positive influencing factors of technical efficiency of health resource utilization in China were agglomeration degree,total health cost and number of doctors per thousand persons,while the negative influencing factors were the number of beds per thousand people and average length of stay.Conclusion The agglomeration of health resources can increase the efficiency,So it becomes an important force to promote the development of medical and health undertakings.It is suggested to pay attention to and make full use of the efficiency improvement brought by medical technology spillover,adopt the "catch-up" strategy,reduce the gap with high-quality health resources areas,and finally achieve the spatial balanced distribution of per capita health resources.
