云南省与其他地方政府医疗保障基金监管政策文本比较分析

Comparative analysis of medical security fund regulatory policy text between Yunnan Province and other local governments

目的了解国家医疗保障局成立以来中央及地方政府关于医疗保障基金监管的政策文本特点,为维护云南省医疗保障基金安全、完善相关政策提供参考。方法采用Nvivo11.0软件,通过词频、编码分析云南省及其他地方政府医疗保障基金政策情况。结果中央及地方政府对医疗保障基金监管的重视程度不断增加,2021年发文数量出现高峰,为101份。在联合发文机关方面,云南省医疗保障局常与省卫生健康委、财政局联合发文。云南省在出台医疗保障基金监管办法、医疗保障基金管理中的行政处罚自由裁量权设定等方面还存在制度不健全的问题。结论云南省可从综合监管、法治及规范、追回基金监管、利益调控机制等方面向其他省份借鉴学习,完善医疗保障基金监管的政策文本。

Objective In order to understand the local government policies since the establishment of the National Medical Security Bureau,and to provide reference for Yunnan Province to maintain fund security and formulate relevant policies.Methods Using Nvivo 11.0 software,understand the policy situation of medical security funds in Yunnan Province and other local governments through word frequency and coding analysis.Results The central and local governments have increasingly attached importance to the supervision of medical security funds.In 2021,the number of documents issued reached a peak of 101.Yunnan Provincial Medical Security Bureau often collaborates with the Health Commission and the Finance Bureau to issue documents.Yunnan Province still has inadequate systems in the introduction of medical insurance fund supervision measures and the establishment of administrative penalty discretion in medical insurance fund management.Conclusion Yunnan Province can learn from other provinces in terms of comprehensive supervision,rule of law and norms,recovery fund supervision,and interest regulation mechanisms to improve the policy text of medical security fund supervision.
