“普及普惠”导向的学前教育设施配建策略研究

摘要 我国城市居民对教育等公共服务需求的快速增长给公共服务设施的普及化、公平化配置带来巨大挑战。近年来,一系列中央文件将学前教育设施配建工作纳入政府公共服务体系,确定将“普及普惠”作为学前教育建设工作的核心导向。研究以河南省鹤壁市鹤壁东区学前教育设施配建工作为例,从需求和供给两个维度系统探索“普及普惠”导向下学前教育设施规划存在的挑战和难点,包括现有技术标准的局限和各公共部门的协同机制不足等问题。进而以实践案例为基础提出“需求定位—空间配置—时序优化”的优化策略,为公共服务设施的均等化配置提供参考。 The dramatic growth of China’s urban residents’demand for public services,such as education,poses a considerable challenge to the popularization and equal allocation of public service facilities.In recent years,a series of central documents incorporated the construction of preschool education facilities into the government’s public service system and determined“popularization and universal benefit”as the core orientation of preschool education development.Taking the construction of preschool education facilities in Hebi East District,Hebi City,Henan Province as an example,this research systematically explores the challenges and difficulties in the planning of preschool education facilities under the guidance of“popularization and universal benefit”from the two dimensions of demand and supply,including the limitations of the existing technical standards and the lack of coordination mechanism of various public departments.Then,based on this practical case,this research puts forward the optimization countermeasures of“demand estimation-spatial allocation-sequence optimization”,to provide a reference for equal allocation of public service facilities.
