维多利亚州道路限速值设置的特点与启示

摘要 在道路限速值设置方面,澳大利亚维多利亚州于2021年12月发布了《限速区间划分政策》和《限速区间划分技术导则》两份指导性文件,为维多利亚州道路限速值设置提供了政策指引、技术路线和技术方法,并呈现如下几大特点:以国家规定的未建成区或建成区的默认限速值为基准值,根据道路区间的相关特征进行上下调节;对几种典型道路,基于道路几何特征、行人交通特征和道路交通安全风险等级评估等因素来设置限速值;基于社区福祉原则、交通伤害最小原则,针对学校与活动中心周边道路专门设计了限速值设置模块;在限速值设置决策过程中加入了评价环节,形成了闭环决策过程。 In December,2021,Victoria Department of Transport of Australia published the two guidance documents in regard to speed limits setting,i.e.,Speed Zoning Policy and Speed Zoning Technical Guidelines.By the two documents,provide policy guidelines,technical routes and methodology for setting speed limits on roads in Victoria,and show several major characteristics:In the process of setting speed limits for a majority of general roads,usually use the national default speed limits for outside build-up areas or build-up areas as base values.However,for roads with special characteristics,raising or lowering of speed limits is built on the default speed limits according to relevant characteristics of interesting road sections;For several typical roads,setting speed limits is based on the factors such as road geometry features,pedestrian traffic characteristics and road traffic safety risk rating;Apart from speed limits setting modules for outside build-up areas and build-up areas,specially design the speed limits setting module for school zones and activity centers,based the principle of community wellbeing and the principle of harm minimum;Feedback loops are added in the decision processes for setting speed limits to form closed loop decision processes.
