摘要
基层政府是主导乡村基层治理、推进治理体系和治理能力现代化的关键主体。基于“强政府与强社会”的治理理念,以X市Q镇为调研案例,以“动员—服务—互信—共治”为研究思路,通过实地调研分析基层政府在乡村治理中的实践行为。研究表明,Q镇政府在推进乡村治理进程中面临着多元主体存在认知和行为偏差、政府回应与治理诉求有所失衡、治理主体的信任水平相对较低等问题。结合乡村治理现代化发展立足于简政放权、价值共识、民主协商、利益聚合等因素,提出相对应的基层政府行为优化路径,旨在提升基层政府治理效能,建构基层社会集体治理网络,促推基层政府和社会主体的协同共治和互进互促。
The grass-roots government is the key body leading the rural grass-roots governance and promoting the modernization of governance system and governance capacity.Based on the governance concept of“strong government and strong Duhui”,this study takes Q Town of X City as the research case,and takes“mobilization-service-mutual trust-co-governance”as the research idea,and analyzes the practical behaviors of grassroots governments in rural governance through field research.The research shows that in the process of promoting rural governance,the government of Q Town is faced with problems such as the cognitive and behavioral deviations of multiple subjects,the imbalance between government response and governance demands,and the relatively low trust level of governance subjects.Combined with the factors such as streamlining administration and delegating power,value consensus,democratic consultation and interest aggregation,the modernization of rural governance is based on.The corresponding optimal path of grass-roots government behavior is proposed.The purpose of this study is to improve the governance efficiency of the grass-roots government,construct the collective governance network of the grass-roots society,and promote the cooperative governance and mutual advancement of the grass-roots government and social subjects.
