数字技术赋能乡村治理:内在机理、功能限度及优化策略

作为一种赋能的治理工具,数字技术是乡村治理的新动能,也是乡村治理现代化发展的助推器。数字技术在乡村治理的运作中,遵循“个体赋能—组织赋能—社区赋能”的内在机理。但数字技术赋能不等于数字技术万能,由于数字技术存在工具理性的偏颇、“简约主义”的误区、权力意志的侵入、制度与组织的约束等限度,抑制了其赋能乡村治理的积极效应。为此,要促进数字技术赋能的价值回归、夯实数字技术赋能的保障体系、明确数字技术的应用边界、增强治理主体的发展能力,以此推动数字技术深度嵌入乡村治理场景并释放正向功能,使其真正成为助力中国式乡村治理现代化的驱动力量。

As an empowering governance tool,digital technology is a new driving force for rural governance and a booster for the modern development of rural governance.In the operation of rural governance,digital technology follows the internal mechanism of“individual empowerment-organization empowerment-community empowerment”.However,digital technology empowerment does not mean that digital technology is omnipotent.Due to the limitations of digital technology,such as the bias of instrumental rationality,the misunderstanding of“minimalism”,the intrusion of the will of power,and the constraints of institutions and organizations,the positive effects of digital technology empowerment in rural governance are suppressed.For this purpose,it is necessary to promote the value return of digital technology empowerment,consolidate the guarantee system of digital technology empowerment,clarify the application boundary of digital technology,and enhance the development ability of governance subjects,so as to promote the deep embedding of digital technology in the rural governance scene and release positive functions,so that it can truly become the driving force to help the modernization of Chinese-style rural governance and the realization of the goal of comprehensive rural revitalization.
