基于绩效评估体系的县级国土空间规划研究--以贵定县为例

Research on County-level Land Spatial Planning Based on Performance Evaluation System——Taking Guiding County as an Example

本文分析了县级国土空间规划实施评估意义及存在的问题,提出了县级国土空间规划实施评估指标体系的构建方案。在规划实施一致性评估的基础上,以贵定县国土空间规划绩效评估体系应用为例,通过建立绩效规划实施评估指标体系,对规划实施的绩效进行系统科学的评估,为当前编制县级国土空间规划实施评估提供指导。

This paper studies county-level land spatial planning based on performance evaluation system,analyzes the significance and existing problems of county-level land spatial planning implementation evaluation,and proposes a construction plan for county-level land spatial planning implementation evaluation index system.On the basis of evaluating the consistency of planning implementation,a performance planning implementation evaluation index system is established.Taking the application of the performance evaluation system for land spatial planning in Guiding County as an example,a systematic and scientific evaluation of the performance of planning implementation is carried out,providing guidance for the current formulation of county-level land spatial planning implementation evaluation.
