数字技术嵌入乡村治理的障碍与进路——基于S省T村的案例分析

Obstacles and Approaches to Embedding Digital Technology into Rural Governance—Based on Case Analysis of T Village in S Province

乡村治理是中国治理体系和治理能力现代化的基石。本文以第二批“全国乡村治理示范村”S省T村为案例,以文献研究法、田野调查法、个案研究法为主要研究方法,以党的二十大精神为指导,从乡村治理模式、技术治理路径及治理经验借鉴三个方面深入开展T村数字化治理研究。通过研究发现,T村通过推行“一网一端两屏”、织就“网格化”服务体系、打造“积分制”管理平台等措施,形成独树一帜的基层治理模式、推动了基层民主建设、发扬了村庄传统文化。但由于自身具有数字技术的宣传不足、数字手段的培育不足、数字治理法律的缺失等,村庄出现数字技术应用不确定性、技术关系网络局限性、多元力量协同管理偏差等嵌入风险,因此国家及地方部门可以从制度设计、社会整合、环境建设等方面进行改进。

Rural governance is the cornerstone of modernization of China’s governance system and governance capacity.This article selects T village in S province,the second batch of“National Rural Governance Demonstration Villages”,as a case study.The main research methods are literature research,field investigation,and case study.Guided by the spirit of the 20th National Congress of the Communist Party of China,the study focuses on three aspects:rural governance model,technological governance path,and governance experience reference to conduct in-depth research on digital governance of T village.Through research,it has been found that T village has formed a unique grassroots governance model,promoted grassroots democratic construction,and promoted traditional village culture by implementing measures such as“one network,one end,two screens”,weaving a“grid based”service system,and creating a“point based”management platform.However,due to insufficient promotion of digital technology,insufficient cultivation of digital means,and lack of digital governance laws,villages face embedded risks such as uncertainty in the application of digital technology,limitations in technology relationship networks,and deviations in collaborative management of multiple forces.Therefore,national and local departments can improve from institutional design,social integration,environmental construction,and other aspects.
