摘要
2023年海河流域发生60年来最大流域性特大洪水,永定河发生特大洪水。基于5年来永定河综合治理与生态修复成效及新型流域治理管理机制,复盘海河“23·7”流域性特大洪水应对情况,全面检视永定河流域防洪体系运用情况,科学评价流域治理工作中的薄弱环节,以期为永定河流域灾后恢复重建及北方缺水型河流防洪体系建设与综合治理提供参考。
In 2023,the Haihe River Basin experienced the largest basin-wide catastrophic flood in 60 years,and a catastrophic flood occurred in the Yongding River.Considering the comprehensive management and ecological restoration of the Yongding River over the past 5 years and the implementation of a new basin governance management mechanism,this study reflects on the response to this catastrophic flood,comprehensively examines the utilization of the flood defense system,scientifically evaluates weak points in river basin governance,aiming to provide insights for post-disaster recovery,reconstruction and flood defense systems construction in the Yongding River Basin.
