摘要
充分释放数字时代的技术治理效能,关键在于推动“组织—技术”的适配性变革,即通过主动的政府组织变革,优化科层组织在结构、目标、关系等维度的实际运行,以匹配技术固有的工具理性、事本主义和刚性约束特征。济南市在建设“群众服务网”“政务服务网”“智慧城市网”有机融合的数字治理网络过程中,主动推动需求驱动、权责协同、法治规范的政府组织变革。研究表明,由此优化的科层组织,匹配了技术的工具理性、事本主义和刚性约束特征,发挥其引导结果导向、问题导向、标准导向治理的效能优势,并消解和规避了技术内卷、表层治理、僵化执行等治理风险。这提供了实现“组织—技术”适配性变革的可行进路。
To fully release the effectiveness of technology governance in the digital era,the key lies in promoting the adaptive change of“organization-technology”.That means carrying out active reform of government organization,to optimize the actual operation of bureaucracy in the dimensions of structure,objectives and relationships,which match with inherent features of technology including instrumental rationality,task-oriented and rigid constraint.Jinan uses digital technology to weave a“network”of urban digital governance integrated by“mass service network”“government service network”and“smart city network”,and initiatively promote the demand-driven,power-responsibility coordinating and rule of law and standardized government organizational change.The optimized bureaucratic organization is matched with the instrumental rationality,task-oriented and rigid constraint of technology,guiding the result-oriented,problem-oriented and standard-oriented governance of which the effectiveness is released to the full extent,and defusing the potential governance risks caused by technological involution,superficial governance,and rigid implementation.It provides a feasible practice approach to promote the adaptive change of“organization-technology”.
