民航行政机关安全生产权责清单构建的思考

Thinking About the Construction of Safety Production Power and Responsibility List of Civil Aviation Administrative Organs

为了推进民航行政机关有效落实安全生产的权力和责任,对比分析31个省级交通运输部门的权责清单以及国内民航法律法规要求和《民航局、地区管理局及其安全监督管理局行业管理职责分工表》,确定了民航行政机关所需履行的行政立法、行政许可、公共服务等10类安全生产权责类型;并以公共服务为例,构建了民航行政机关安全生产权责清单的具体内容。

In order to promote the civil aviation administrative organs to effectively implement the power and responsibility of production safety,the list of powers and responsibilities of 31 provincial transportation departments as well as the requirements of international and domestic laws and regulations of civil aviation and the three defined programs were compared and analyzed,and 10 types of production safety powers and responsibilities such as administrative legislation,administrative licensing and public services that civil aviation administrative organs need to perform were identified;a list of production safety powers and responsibilities of civil aviation administrative organs was constructed with public services as an example.
