新疆交通运输绿色低碳发展路径措施研究

摘要 加快形成低碳交通运输结构,积极引导城市绿色低碳出行,是推进交通运输绿色低碳转型和高质量发展的重要内容之一。本文基于新疆交通运输统计数据,对交通运输CO_(2)排放量进行核算。结果显示,2010—2019年,新疆交通运输CO_(2)排放总量从1012万t增长到1399万t,增长了38.2%。另外,设定基准情景、低碳情景和强化低碳情景,使用“新疆交通运输经济-环境-能源与碳排放模型”,对新疆交通运输碳排放量进行定量预测。基于预测结果从优化用能结构、调整运输结构、绿色基础设施建设运营、完善能耗和碳排放监测系统建设和健全绿色低碳发展机制等方面提出新疆交通运输绿色低碳发展路径措施。 Accelerating the formation of low-carbon transport structure and actively guiding green and low-carbon urban travel is one of the important contents of promoting green and low-carbon transport transformation and high-quality development.Based on Xinjiang transportation statistics,CO,emissions from transportation were calculated.The result shows that from 2010 to 2019,the total CO,emissions from transportation in Xinjiang were increased from 10.12 million tons to 13.99 million tons,an increase of 38.2%.In addition,the baseline scenario,low-carbon scenario and enhanced low-carbon scenario were set,and"Xinjiang transport economy-environment-energy and carbon emission model"was used to make quantitative prediction of Xinjiang transport carbon emissions.Based on the forecast results,the green and low-carbon development path measures of Xinjiang transport are proposed from the aspects of optimizing the energy use structure,adjusting the transport structure,green infrastructure construction and operation,improving the construction of energy consumption and carbon emission monitoring system and perfecting the green and low-carbon development mechanism.
