基于组合赋权和GRA-TOPSIS法的湖南省水资源承载力综合评价

Comprehensive Evaluation of Water Resources Carrying Capacity in Hunan Province Based on Combination Weighting and GRA-TOPSIS Method

摘要 本文以湖南省为研究对象,基于GRA-TOPSIS模型构建水资源-经济-生态三维指标体系,通过CRITIC-熵权进行组合赋权,并结合耦合协调度模型和障碍度模型对水资源承载力进行综合评价。结果表明,2006—2020年湖南省水资源承载力与耦合协调发展态势较好,但年际变化显著,不同子系统增长幅度差异较大;影响水资源承载力提升的主要障碍因子为生活用水总量、人口自然增长率、废水排放总量和除涝面积,可通过推进节水型社会建设、兴修水利工程、加强生态环境保护等措施提高湖南省水资源承载力,保障经济社会的可持续发展。 This paper focuses on Hunan Province and constructs a three-dimensional index system for water resources,economy,and ecology based on the GRA-TOPSIS model.It combines CRITIC-entropy weighting to perform composite weighting and utilizes the coupling coordination degree model and obstacle degree model to comprehensively evaluate water resources carrying capacity.The results indicate that from 2006 to 2020,Hunan Province exhibited a relatively good trend in the coupling and coordinated development of water resources carrying capacity.However,there were significant annual variations,and different subsystems showed varying degrees of growth.The primary obstacles affecting the improvement of water resources carrying capacity included total domestic water consumption,the natural population growth rate,total wastewater discharge,and drainage area.Measures such as promoting a watersaving society,developing water conservation projects,and strengthening ecological environmental protection can enhance Hunan Province’s water resources carrying capacity,ensuring sustainable economic and social development.
