摘要
为合理评价河北省南水北调配套工程现代化程度,构建由1个目标、4个准则、14个指标组成的三级综合评价模型,按照未达现代化、基本现代化、完全现代化3个水平等级,采取物元模型和改进的层次分析法,分别对2000年、2010年、2020年、2030年河北省南水北调配套工程建设初期、当期、近期及远期目标情况进行动态综合评价,查缺补漏,并为实现完全现代化水平提出相关建议。
In order to reasonably evaluate the level of modernization of the South-to-North Water Diversion Supporting Project in Hebei Province,a three-tier comprehensive evaluation model composed of one goal,four criteria,and fourteen indicators is constructed.Three levels of modernization,namely,non-modernization,basic modernization,and complete modernization,are established.The physical element model and an improved analytic hierarchy process are employed.Dynamic comprehensive evaluations are conducted for the initial construction,current status,recent status,and long-term goals of the South-to-North Water Diversion Supporting Project in Hebei Province in the years 2000,2010,2020,and 2030.The assessments aim to identify deficiencies and provide recommendations for achieving a fully modernized level.
