基于平衡计分卡-组合赋权云模型高校大型仪器综合效益评价体系的研究

摘要 在高校推进“双一流”与“双创”建设中,大型仪器设备为人才培养、科技创新和社会服务提供重要保障,高校大型仪器效益评价是掌握仪器投入与使用效益的重要手段。为克服现有评估指标体系存在的不足,建立平衡计分卡式的大型仪器效益评价指标体系,将层次分析法与熵权法组合赋权,运用云模型对暨南大学分析测试中心大型仪器综合效益进行评估,确定评价等级。从评价结果可以发现大型仪器设备管理的薄弱环节,这对系统化、科学化管理与使用高校大型仪器具有指导意义。 The large-scale instrument plays a supporting role in talent development,technology innovation,and social service in construction of“Double First-Class”and“Mass Entrepreneurship and Innovation”.To further monitor and measure the benefits of the instruments,performance evaluation is a common tool used to provide meaningful feedback.We deal with the necessity and priority to establish a reliable assessment framework to improve existing methodology.This article aims to introduce and discuss novel approaches in a systematic way.We learned from the balanced scorecard that is widely utilized in business world to get the evaluation indexes.The normalized weights can be obtained by combining the analytic hierarchy process and the entropy weight method.Through applying the cloud model in evaluating the comprehensive performance of large-scale valuable instruments in Analytical and Testing Center of Jinan University,certain deficiencies of the management can be identified which is significant to strengthen the scientific management and improve the service efficiency.
