新时代农村精神文明建设路径探索

乡村振兴不仅要塑形,更要铸魂。农村精神文明建设是全面推进乡村振兴的关键性、基础性工作。新时代以来农村精神文明建设取得了一定的阶段性成果,但仍存在乡土社会失序与文化失调、基层干部对精神文明建设工作重视不够、队伍建设不足、体制机制不畅等突出问题。推进新时代农村精神文明建设需要在狠抓基层党建中激发干部热情,在村规民约制定中凝聚共识认同,在村庄发展建设中构建群众愿景,在文明评比表彰中强化群众激励,在执行公正奖惩中树立规矩意识,在化解矛盾冲突中实现移风易俗,在文明志愿活动中充实群众生活,在因地制宜推广中延展基层创造,在明确主体责任中打造协同体系。在实际政策制定和推广中强化精神文明工作队伍,夯实新时代文明实践中心阵地,打造喜闻乐见的文体活动,并推广诸如红白理事会等行之有效的基本制度。

The countryside needs the development of both spiritual and material civilization.The construction of rural spiritual civilization in the new era is an important part of comprehensively promoting rural revitalization.Although certain achievements have been made,there are still some prominent problems,such as the disorder of local society and its cultural imbalance,the insufficient attention of local officials to the construction of spiritual civilization,and the poor working system and mechanism of spiritual civilization.The relevant development path needs to stimulate the enthusiasm of cadres in CPC’s construction,build consensus in the formulation of village rules and conventions,build the vision of the masses in the development of villages,strengthen the encouragement of the masses in the evaluation of civilizations,establish a sense of rules in the implementation of fair rewards and punishments,change bad customs in the resolution of conflicts,enrich the lives of the masses in voluntary activities,promote the system based on local conditions,and build multi-agent governance in the clear responsibility.In the actual policy formulation and promotion,it is necessary to strengthen the spiritual civilization work team,consolidate the civilization practice center system,create popular cultural and sports activities,and promote effective basic systems such as the“Red and White Council”.
