摘要
为解决城镇老旧小区改造因资金短缺和改造效率低下等原因导致的改造工作停滞等问题,从多要素、多群体、多目标角度入手,基于组合赋权和TOPSIS法对老旧小区改造项目择优选择。从项目实施条件、实施风险、产生影响和项目协同性4个维度建立改造项目优先级评价指标体系;建立基于TOPSIS法的改造项目优先级评价模型,选取北京市某区10个改造项目进行实证研究;为实现资源高效配置,提出建立老旧小区改造项目储备库制度、鼓励多元主体参与、推进连片改造等优化建议。
In order to solve the problems of stagnation of urban old neighborhood renovation due to lack of funds and low efficiency of renovation,old neighborhood renovation projects were selected based on the combination of empowerment and the TOPSIS method from the perspectives of multi-factors,multi-groups,and multi-objectives.Firstly,a priority evaluation index system was established for the renovation projects based on the four dimensions of the project implementation conditions,implementation risks,impacts,and synergies.The index system was established from the four dimensions,including project implementation conditions,implementation risks,impacts and project synergies.Then,a renovation project priority evaluation model was established based on the TOPSIS method,and 10 renovation projects in a district of Beijing were selected for empirical research.Finally,in order to realize efficient resource allocation,some improvement suggestions were put forward,such as establishing a reserve system of renovation projects for old districts,encouraging participation of diversified main bodies,and promoting contiguous renovation.
