南京百水工业园地块保障房一期工程成本管理研究

摘要 百水工业园保障房一期工程作为南京市“十三五”重点保障房建设项目之一,事关社会发展和人民切身利益,如何科学统筹建设,既要保证工程质量和居住人群的基本生活需求,又要控制好成本,确保保障房建设、运营形成良性循环,是一个值得思考的问题。文章通过对项目建设前期成本控制、建设过程成本控制及建设后期成本控制的全过程成本管理进行总结分析,以达到为行业相关部门、各保障房建设主体开展工作及保障房建设从“十三五”往“十四五”多元化住房保障体系更高层级发展提供参考的目的。 The first phase of Baishui Industrial Park affordable housing project,as one of the key affordable housing construction projects in Nanjing's"13th Five-Year Plan",is related to social development and the vital interests of the people,how to scientifically coordinate the construction,not only to ensure the quality of the project and the basic needs of residents,but also to control the cost,to ensure that the construction of affordable housing,the operation of a virtuous cycle,is a problem worth thinking about.This paper summarizes and analyzes the whole process cost management of project cost control in the early stage of construction,the cost control in the construction process and the cost control in the later stage of construction,so as to provide reference for the relevant departments of the industry and the main bodies of the construction of affordable housing and the higher level development of the diversified housing security system from the"13th Five-Year Plan"to the"14th Five-Year Plan".
