意识形态治理理念的提出与运用是新时代意识形态建设取得重大成就的重要原因。对新时代意识形态治理的把握要求揭示其内在逻辑。如果说理论权威与制度权威的形塑是意识形态治理核心思路的双重表征,意识形态秩序的维系需以意识形态的权威性为支撑,资本主义、流动的网络空间和信息化媒介是影响意识形态稳定性的时代因素。理论权威与制度权威需相互配合、相互调适,以影响社会意识形态的秩序。澄清“制度从属论”“思想自由论”“制度不变论”以及“制度庸俗论”的多层认识误区,则是辩证把握意识形态治理内在张力的必然要求,阐明这些观念误区以便以科学的思维安置好理论权威和制度权威的关系。马克思主义对思想上层建筑与政治上层建筑价值立场上的一致性、作用机制上的贯通性、着力方向上的共同性的系统阐释,提供了意识形态治理理论权威与制度权威有机统一的根本理论依据。

The proposal and application of ideological governance concepts is an important reason for the significant achievements in ideological construction in the new era.The grasp of ideological governance in the new era requires revealing its inherent logic.If the shaping of theoretical authority and institutional authority is the dual representation of the core idea of ideological governance,then clarifying the multiple cognitive misunderstandings of“institutional subordinationism”,“freedom of thought”,“institutional invariance”and“institutional vulgarity”is the inevitable requirement for dialectically grasping the internal tension of ideological governance.The systematic interpretation of Marxism on the consistency of value positions,the coherence of functional mechanisms,and the commonality of focus directions between the ideological and political superstructure provides the fundamental theoretical basis for the organic unity of ideological governance theory authority and institutional authority.
