A Probe into the Construction of Equalization of Basic Public Cultu ral Services in the New Journey of Chinese Path to Modernization

中国式现代化是物质文明和精神文明相协调的现代化,以基本公共文化服务均等化丰富人民精神世界是中国式现代化建设的内在要求。在中国式现代化新征程中,基本公共文化服务均等化建设应以普惠性服务为中国式现代化建设塑造全面发展的人、以标准化服务为中国式现代化建设厚植文化民生根基、以数字化服务为中国式现代化建设探索融合发展方式、以引领性服务为中国式现代化建设凝聚持久精神动能。对此,文章提出的提升策略为强化多部门合作,形成基本公共文化服务均等化推进合力;细化财政投入机制,健全基本公共文化服务均等化保障体系;优化服务标准制定,强化标准化建设并提升服务均等化效度;深化数字赋能服务,创新基本公共文化服务均等化建设手段;优化服务项目内容,提高基本公共文化服务吸引力与引领力。

Chinese path to modernization is a modernization in which material civilization and spiritual civilization are coordinated,and equalization of basic public cultural services to enrich the people's spiritual world is the intrinsic necessity of Chinese path to modernization.In the new journey of Chinese path to modernization,the construction of equalization of basic public cultural services should use inclusive services to shape all-round people for Chinese path to modernization,use standardized services to lay a solid foundation for people's cultural livelihood for Chinese path to modernization,use digital services to explore integrated development methods for Chinese path to modernization,and use leading services to pool lasting spiritual momentum for Chinese path to modernization.The improvement strategy is to strengthen cooperation among multiple departments and form a joint force to promote the equalization of basic public cultural services;refine the financial investment mechanism and improve the equalization guarantee system for basic public cultural services;optimize the formulation of service standards and enhance the effectiveness of standardization construction to promote service equalization;deepening digital empowerment services and innovating means of equalization of basic public cultural services;beautify the content of service projects to enhance the attractiveness and leadership of basic public cultural services.
