黑龙江省沿边口岸地区金融支持问题研究

Research on Financial Support in Border Port Areas of Heilongjiang Province

黑龙江省现有包括哈尔滨、黑河、绥芬河、抚远等在内的25个国家一类口岸,是中国开展对俄合作最重要的沿边省份。同时,黑龙江省地处东北亚中心区域,是国家“一带一路”倡议的重要组成之一。在“中蒙俄经济走廊”“一带一路”背景下,黑龙江省利用自身条件优势打造多方位立体式的重要开放窗口、对俄及东北亚区域合作的中心枢纽。资金作为黑龙江省沿边口岸地区高速发展的必要条件,有着保障和促进黑龙江省各领域经济发展的重要作用。但是,当前由于资金的掣肘,阻碍了黑龙江省沿边口岸地区的发展步伐和经济增速。基于此,在总结黑龙江省沿边口岸地区金融支持现状基础上,梳理当前金融支持中存在的问题,进而提出相应的对策建议。

Heilongjiang Province currently has 25 national first-class ports,including Harbin,Heihe,Suifenhe,Fuyuan and other places,making it the most important border province for China to carry out cooperation with Russia.At the same time,Heilongjiang Province is located in the central region of Northeast Asia,and is one of the important members of the national“the Belt and Road Initiative”strategy.Under the background of the“China-Mongolia-Russia Economic Corridor”and the“the Belt and Road Initiative”,Heilongjiang Province uses its own advantages to create an important multi-directional and three-dimensional opening window and a central hub for regional cooperation with Russia and Northeast Asia.As a necessary condition for the rapid development of border port areas in Heilongjiang Province,funds play an important role in promoting the economic development of various fields in Heilongjiang Province.However,the current funding constraints have hindered the development pace and economic growth rate of border port areas in Heilongjiang Province.On the basis of summarizing the current situation of financial support in border port areas of Heilongjiang Province,this article explores the existing problems in financial support and proposes corresponding countermeasures and suggestions.
