统筹推进依法治国与依规治党一体建设

Promote the Integrated Development of Governing the Country according to Law and Governing the Party according to Regulations as a Whole

中国特色社会主义法治体系是中国特色社会主义法治理论指导下最有创造性的法治概念,内含完善的党内法规体系。党内法规的价值追求与国家法律的价值追求在本质上具有一致性,因而,党内法规与国家法律的关系可有效展开。统筹推进依法治国与依规治党一体建设,是习近平法治思想的原创性贡献之一,具有重大历史价值。二者一体建设需要准确把握国家法律与党内法规之间的关系,深刻认识党内法规在法治中国建设中的地位与作用,努力形成国家法律和党内法规相辅相成、相互促进、相互保障的格局。这尽管需要一个历史发展过程,但却是法治中国建设的必然趋势。

The socialist rule of law system with Chinese characteristics is the most creative concept of rule of law under the guidance of the socialist rule of law theory with Chinese characteristics,which contains a complete system of internal party regulations.The value pursuit of party regulations is essentially consistent with the value of national laws,so the relationship between party regulations and national laws can be effectively developed.It is one of original contributions of Xi Jinping Thought on the Rule of Law and has great historical value to promote the integration of governing the country according to law and governing the party according to regulations as a whole.The integration of the two requires an accurate understanding of the relationship between national laws and party regulations,a profound understanding of the position and role of party regulations in the construction of a rule of law in China,and an effort to form a pattern where national laws and party regulations complement,promote and guarantee each other.Although this may require a historical development process,it is an inevitable trend of building a rule of law in China.
