摘要
炼化企业由于涉及复杂的工艺和高风险的操作环境,是安全管理领域的重中之重。而安全文化建设作为事前预防的一项重要手段,也广受关注。从扬子石化安全文化建设实践出发,提出了构建决策层领导力、执行层推动力、作业层穿透力的“三层三力”安全文化建设体系,为炼化企业加强安全文化建设提供一定参考。
Due to the involvement in intricate processes and high-risk operational environments,petrochemical enterprises have safety management as a top priority.Consequently,safety culture construction as a crucial means of preventive action has been widely discussed.Based on the practice of safety culture construction,this paper proposes a construction system,namely the"Three Layers,Three Forces",which emphasizes the decision-making leadership,executive promotion,and operational penetration,to provide suggestions for petrochemical enterprises to strengthen safety culture construction.
