数据驱动的数字政府:治理限度与时代因应

Data-driven Digital Government:Governance Limits and Responses to the Times

数据治理限度及时代因应始终是数字政府的恒久议题,而如何消除数据治理在政策、应用以及权属等方面的限度历来是理论与实务界亟待解决的难题。当前,国内外数字政府建设过程中对于数据治理有益探索成果丰硕,数字政府与数据治理间的耦合发展关系日益凸显,但随着信息技术的迭代升级与治理对象的日趋复杂,我国数据治理仍面临着数据开放与共享、权责不清以及碎片化等限度,因此,数据治理的重要议题也被提上研究日程。结合我国实际来看,以组建“国家数据局”为标志的新一轮国家机构改革契机和背景之下,数据治理的传统问题也将得到全面回应和系统疏解。研究认为,创新数据开放与共享、优化数据管理机构职能以及推进数据治理的整体性建设等已成为数字政府恒久议题之下数据治理的时代因应,也为推进数据基础制度建设和高水平数字政府建设提供现实路向。

The limits of data governance and its response to the times have always been a constant issue of digital government,and how to eliminate the limits of data govermance in terms of policy,application and ownership has always been a difficult problem that needs to be solved by the theoretical and practical circles.At present,the useful exploration of data governance in the process of digital government construction at home and abroad is fruitful,and the coupled development relationship between digital government and data governance is increasingly prominent,but with the iterative upgrading of information technology and the increasing complexity of the object of governance,China's data governance is still faced with the limitations of openness and sharing of data,unclear rights and responsibilities,and fragmentation,and therefore the important topic of data governance has been brought up on the research agenda.In the light of China's actual situation,under the opportunity and background of the new round of national institutional reform marked by the formation of"National Data Bureau",the traditional issues of data governance will also be comprehensively responded to and systematically solved.The study concludes that,in order to promote the construction of a digital government,it is necessary to further understand the nature of the above-mentioned issues,focusing on innovative data opening and sharing,optimising the functions of data management agencies and promoting the overall construction of data governance as the contemporary response to data governance in the construction of a digital government,so as to provide a practical path for promoting the construction of a data infrastructure system and the construction of a high-level digital government.
