数智赋能公共服务需求治理:理论逻辑与实现路径

摘要 随着我国民众的公共服务需求日趋多元复杂,数智技术为以需求为导向构建高质量公共服务体系提供了思路和手段。研究数智技术赋能公共服务需求治理,对于助推国家治理能力现代化和数智时代建设服务型政府具有重要理论价值和实践意义。从数据构成、算法模型、计算能力等要素出发,考察数智技术赋能公共服务需求治理的技术逻辑,提出包含治理理念、治理主体、治理流程和治理机制在内的数智赋能公共服务需求治理体系框架,以阐释数智技术如何贯穿并优化公共服务需求治理,从“技术”和“治理”双重视角,整体上回答数智技术何以赋能公共服务需求治理的理论逻辑。在当前我国数智赋能公共服务需求治理实践中,仍存在治理理念偏差、治理主体协同不足、技术支撑体系不完善等问题,建议通过纠正认识偏差、平台牵引、制度规约等方式,重塑治理理念,构建良性互动机制,建立规范化技术体系。 With the increasing diversity and complexity of public service demands of Chinese people,digital intelligence technology provides ideas and means for building a high-quality public service system based on demands.The research on the digital intelligence technology-empowered public service demand governance has important theoretical value and practical significance for promoting the modernization of national gover-nance capabilities and building a service-oriented government in the digital intelligence era.Based on the technical elements such as data composition,algorithm model,and computing power,the present paper exam-ines how they jointly empower the technical logic of public service demand governance.A digital intelli-gence-enabled public service demand governance system framework is proposed including the concepts,sub-jects,procedures,mechanisms of governance.This framework could explain how digital intelligence technol-ogy can penetrate and optimize public service demand governance.Meanwhile,it attempts to answer the theo-retical logic of such an empowering from dual perspectives:“technology”and“governance”.It is found that there are still some problems in the practice of the empowering in China,such as deviations in governance concepts,insufficient coordination of governance subjects,and the imperfect technical support system.To solve these problems,it is proposed to reshape governance concepts,build interaction mechanisms,and estab-lish a standardized technical system through cognitive deviation correction,platform traction,and institution-al regulations.
