基于熵权—TOPSIS法的城市区域安全韧性评估研究——以长乐区为例

摘要 为提升城市安全韧性,通过梳理文献、资料建立城市区域安全韧性评估指标体系,运用熵权—TOPSIS法综合评估算法模型对城市区域安全韧性水平进行评估,并以长乐区2019—2023年相关指标数据为基础进行应用,将结果与政府体检报告对比,验证该方法的可行性和准确性。结果表明:近5年长乐区城市安全韧性相对贴近度基本呈上升趋势,其中,2023年长乐区城市安全韧性整体处于中等水平,与长乐区开展的城市体检评估工作情况基本吻合。依据评估结果长乐区可重点推进应急避难场所建设及消防设施完善,优化医院布局,进一步管控城市灾害、事故。 In order to enhance the urban safety resilience,a urban regional safety resilience evaluation index system was established through data and literature review,and the entropy weight-TOPSIS method was used to comprehensively evaluate the urban regional safety resilience level based on the data of relevant indicators in Changle District from 2019 to 2023.The results were compared with the government physical examination report to verify the feasibility and accuracy of this method.The results show that the relative closeness of the urban safety resilience in Changle District in the past five years has basically shown an upward trend,among them,the urban safety resilience of Changle District in 2023 is generally at a moderate level,which is basically consistent with the urban physical examination and evaluation work carried out in Changle District.According to the evaluation results,Changle District can focus on promoting the construction of emergency shelters,improving fire-fighting facilities,optimizing hospital layout,and further controlling urban disasters and accidents.
