铸牢中华民族共同体意识的考核评价机制创新--以大理白族自治州民族团结进步示范创建工作为例

Innovation of the Assessment and Evaluation Mechanism for Consolidating a Strong Sense of Community for the Chinese Nation:A Case Study of the Ethnic Unity and Progress Demonstration in Dali Bai Autonomous Prefecture

当前,全国各民族地方面临着检验民族团结进步示范创建成效的问题,作为民族团结进步事业的考核机制,第三方评估能体现评价机制公平公正、提高创建工作绩效,对于推动铸牢中华民族共同体意识实践具有紧迫性和现实意义。以大理白族自治州为个案,阐述了参与大理州创建全国全省民族团结进步示范州、县(市)第三方评估的全过程。具体包括:基于问题意识改变传统创建思路与认知,将第三方评估由创建后的考核转变为创建中的促进;守正创新,构建民族团结进步示范创建评估指标体系;以评促创,推进西南边疆民族地区铸牢中华民族共同体意识。通过参与评估实践与调研,总结了当前民族团结进步示范创建中存在的问题及改进方向。

Currently,ethnic regions across the country are facing the challenge of evaluating the effectiveness of the demonstration of ethnic unity and progress.As an assessment mechanism for the cause of ethnic unity and progress,third-party evaluation can reflect fairness and improve the performance of the demonstration work,which is of urgency and practical significance for promoting the practice of consolidating a strong sense of community for the Chinese nation.Taking Dali Bai Autonomous Prefecture as a case study,this paper elaborates on the entire process of third-party evaluation in the creation of the national and provincial demonstration prefecture,county(city)for ethnic unity and progress.Specifically,it includes changing the traditional creation mindset and perception based on problem awareness,transforming the third-party evaluation from post-creation assessment to in-creation promotion,adhering to principles while innovating,and constructing an evaluation index system for the demonstration of ethnic unity and progress.The paper also explores how evaluation can promote creativity and advance the practice of consolidating a strong sense of community for the Chinese nation in the ethnic regions of southwestern border areas.Through participation in evaluation practices and research,the paper summarizes the existing problems and improvement directions in the demonstration of ethnic unity and progress.
